This Budget Submission Form is to be used for all FRS Accounts with a first digit of 3 or 4, excluding Office for Sponsored Programs Administered Accounts. (See FRS Screen 6 – Grant/Contract field. If this field equals a G, C, or S, the account is Office for Sponsored Programs Administered.)
Please use a separate form for each FRS account.
Each School/College/Unit’s operating budget should balance on an annual basis. Any spending plan that relies on substantial use of prior year fund balance will be subject to review.

You must use either Internet Explorer or Firefox as your browser when submitting these forms.
1.Login using your TAS (timecard) ID and Password.
2.Click on Individual Form View
3.Click on New Form. Enter the 6-digit FRS Account Number being budgeted. (Must begin with 3 or 4) Click to Continue.
4.Below the Detail Description box, on line 1, enter the subcode you would like to budget.
5.Enter the amount you would like to budget in the Amount field. The Amount field should be rounded to the nearest whole dollar and exclude any dollar signs, commas and decimal points.
REVENUES – Please do not include prior year fund balance or anticipated fund balance transfers, as revenue sources. (See step 8 below if you need to include a non-revenue fund source).
EXPENDITURES – Include all expenditures that will occur during the fiscal year, using inflationary guidelines for collective bargaining increases and fringes cost estimates:
a.Include expenditures related to encumbrances that will be carried forward from the prior year.
b.Include all expenditure projections for Personal Services, providing line item budgets for temp labor (1030), student labor (1040), overtime (1070), and grad assistants (1150). All permanent, continuing personal services will draw from the 1000 pool. Include expenditure projections for Fringe Benefits and Workers’ Compensation corresponding to all Personal Services, as these will be encumbered in FRS at the start of the fiscal year.
6.If you need to add or delete a line, use the Add or Del (+ or -) buttons found to the right of the Amount field.
7.In the Detailed Description box, enter any explanation regarding your budget projection. (This is an optional field).
8.If revenues are greater than or equal to expenditures, the form is complete and you can choose Submit Budget.
9.If revenues are less than expenditures, you will need to identify funding for the projected difference. This can be done by clicking on the Balancing Entries button.
1. Revenue from another FRS Account with the Same Map Code – if funds are available in a subsidiary ledger account with the same map code (see GL map code on Screen 6 in FRS) as this account, provide the subsidiary ledger account number and the amount to be used. This must also be noted on the budget request of the contributing account.
2. Use of Prior Year Fund Balance – If funds are available in the general ledger fund balance, provide the amount of fund balance to be used and an explanation. (See screen 18 in FRS, subcode 3nnn displays the fund balance.)
3. Subsidy from Another General Ledger – If funds will be transferred from a different general ledger fund balance, provide the account number and the amount.
10.Once the budget is balanced, you can Submit Budget.
11.You will be able to track your entry by clicking on the appropriate view, (In Progress, Submitted, Approved, or Exported). The data will not be entered into FRS until the first day of next fiscal year.
12.If there is a problem with your Budget Submission Form, you may receive an email asking you to adjust the transaction and re-submit it.
