Associate Budget Director (USP III)

The University of Connecticut’s Budget Office is seeking applicants for the position of Associate Budget Director. Under the general direction of the Budget Director, this position is responsible for assisting with management of the Budget Office and supporting the University’s mission by providing quality financial, business and administrative services. Responsibilities include: developing the University’s annual budget; assisting the Budget Director in establishing, implementing and evaluating short and long range organizational goals, objectives, policies and operating procedures to assure compliance with sound budgeting/accounting standards and applicable policies, regulations and laws; developing and instituting fiscal or budgetary policy; managing the day-to-day operations of the Budget Office and ensuring compliance with policies, procedures, regulations and statutes; determining staffing needs; recruiting, training and evaluating staff and resolving management and personnel issues; providing options, analysis and scenarios required for University wide planning including collective bargaining agreement negotiations; coordinating the preparation of the University’s agency budget for the Department of Higher Education and Office of Policy and Management; serving as a resource and responding to inquiries regarding State and University policies and procedures and performing related duties as required.
Minimum Qualifications: Master's degree in Public Administration, Business or related field; ten or more years of progressively responsible budget/financial experience in a higher education or non-profit environment with a proven record of advanced financial skills; strong financial systems background with proven experience with financial reporting systems and computer applications such as Brio, Focus, Word, Excel and Access including ability to utilize and evaluate financial systems; understanding and demonstrated working knowledge of NACUBO (the National Association of College and University Business Officers), General Accounting Standards Board’s (GASB) and the Financial Accounting Standards Board’s (FASB) general accounting; ability to develop accounting/budgeting policies and priorities within established guidelines and manage and evaluate accounting/budgeting projects; demonstrated ability to supervise office staff and coordinate projects; excellent written and oral communications skills with proven ability to effectively communicate with all levels of management, government and financial officials and public constituents. An equivalent combination of education and experience may be considered.
