Process for Fee Change Proposals

Proposals for fee changes are solicited in the winter one year prior to proposed implementation (e.g. February 2004 for Fall 2005 implementation, the beginning of the FY06 and FY07 Biennium). Fee requests are considered on a biennium basis on the same schedule as tuition rate changes. In the past, a memo from the Director of Financial Planning and Budget was sent to the Vice Provost for Academic Administration, Business and Administration and Student Affairs. Now the memo is sent from the CFO to the Provost, the VP&CFO and the VP&COO requesting documentation needed for presentation to the Board of Trustees for proposed fee adjustments, including new fees.

  1. Institutional (Central) Fees
    The CFO initiates the process with the fee memo. The memo provides guidelines for requesting a fee change for Institutional fees. Essentially this procedure is unchanged from previous years. All Institutional fees require central administrative review and approval. Approved fees are forwarded to the Budget Office for inclusion in the Board of Trustees (BOT) Budget Workshop presentation (usually in June).

(A) Course Fees – a subset of Institutional Fees
Fee increases for areas charging course fees (a) should be proposed by the department, forwarded to the Dean then reviewed by the Provost’s Office.

(a) Course fees in lieu of tuition (not to be confused with Academic Materials course fees which are reviewed by Academic Materials Fees Committee. See #3 below.) include CCS, IMT Masters Education, MS Engineering, MS Accounting, MBA, EMBA, Law Evening, SSW Extension, Intersession. Essentially this procedure is unchanged from previous years.

  1. Student Activity Fees and Academic Materials Fees
    The two fee sub-committees, Student Activity Fees and Academic Materials Fees, provide the fee request packet to the Provost for approval. Provost approved fees will be forwarded to the Budget Office for inclusion in the BOT Budget Workshop presentation.
